This Act is the Local Government (Water Services Preliminary Arrangements) Act . This Act comes into force on the day after Royal assent. However, and Schedule 2 come into force on a date or dates set by Order in Council made on the recommendation of the Minister. Any provision of this Act that has not come into force by comes into force then. An Order in Council made under this section is secondary legislation ( Part 3 of the Legislation Act 2019 for publication requirements). The purpose of this Act is to establish a framework for local government to manage and deliver water services. This Act delivers that purpose by— requiring territorial authorities to prepare water services delivery plans; and providing for the Minister to assist or intervene if territorial authorities find it diffic
