This Act is the Rights for Victims of Insane Offenders Act . This Act comes into force on . This Part amends the Criminal Procedure (Mentally Impaired Persons) Act 2003. In section 4(1), insert in appropriate alphabetical order: , in respect of a defendant charged with an offence, means— the defendant is proven to have done, or omitted to do, an act that is the subject of the charge brought against the defendant; but the defendant was insane at the time that the defendant did, or omitted to do, the act , in respect of a defendant charged with an offence, means— the defendant is found to have caused the act or omission that forms the basis of the offence with which the defendant is charged; and the defendant was insane at the time that the defendant caused that act or omission has the same
