This Act is the Hutt City Council (Graffiti Removal) Act . This Act comes into force on the day after the date on which it receives the Royal assent. The purpose of this Act is to facilitate the removal of graffiti within the district of the Hutt City Council. This Act applies to activities in the district of the Hutt City Council. In this Act, unless the context otherwise requires,— means the Hutt City Council means the district of the Hutt City Council means damage to, or defacement of, any building, structure, road, tree, property, or other thing by writing, drawing, painting, spraying, etching, or otherwise marking it— without lawful authority; and without the consent of the occupier or the owner or any other person in lawful control means land other than land belonging to the Crown or
